the insulation on the wire wrapped around the bimetallic strips seems to be silk. The insulation on the magnetic coils is lacquer or something similar. I know that silk was used as an insulator for some resistance wiring.
On the bimetallic strips, the end of the wire is grounded to the bi-metallic strip, so checking with an ohm meter won't tell you if the insulation is burned up.
