...I wouldn't have any sort of poplar or cottonwood within range of anything I cared about. Even the healthy ones are always shedding big limbs, and that one of yours is all rotten up the middle. My advice is get rid of that tree before it does any more damage. If your saw's not big enough, cut it down as much as you can and let what's left die a natural death. From the looks of it, it's already half-way to compost.
