IF braking made the weights hit, only when braking, something is wrong wrong wrong. Craked drum or wheel? How would you know that? Camera under truck, pointing at drum/weigh interface?

So, if the weights weren't actually distorting the drum, it was some kind of lug nut tightness, or maybe one of the flat head drum retaining screws was loose, head stuck up, things went together crooked.

Of course, I could be wrong since I didn't see the weights hitting the drum when brakes were applied. Did you?
