Most of the two percent is something like: "Sure, go ahead and buy that incomplete, rusted out and butchered old truck without a VIN tag or paperwork that has been sitting in a field for 20 years. You will have a lot of fun working on it and you will have a diesel in it in no time and then you can drive it everyday at freeway speeds. :)
