I contend that the center bolt pattern was a Budd exclusive. You will find Ford trucks that you could buy with spoked wheels or Budd disc wheels. If ordered with the Budd wheels, the bolt pattern to that of the Budd pattern.

I do not know about the truck in question, but as far as Dodge 1/2-ton military, 3/4-ton and 1-1/2-ton military, civilian Power Wagon, the assorted trailers, and the Ford trucks, the wheels were not made to fit the vehicle - the vehicles hubs were made to fit the wheel.

I have not seen anything special about the locking ring. Budd was not the only one who used that particular design.
