You don't really need to go the muriatic acid route unless their is a lot of rust to get out. If it's just surface rust, the phosphoric acid will work. There's quite a few places that sell kits containing the acid etch and sealer. I noticed one kit being sold at NAPA.
Muriatic acid works great in radiators, but the metal in a radiator is less reactive than in gas tanks,
