I have cleaned and coated the insides of 2 WC gas tanks and several gas and water cans with good success. I used laundry detergent to remover the dirt and crud. Rinsed with clear water. The used phosphoric acid to neutralize the rust and etch the metal. Then I used an alcohol proof sealer to coat the inside of the tank. The 1st tank was done between 10 to 15 years ago. The 2nd was done 5-10 years ago. The gas and water cans are more recent projects. I have had no problems with the liner coming loose on either gas tank.

The main reason for cleaning and sealing the gas tanks was the replacement of the pickup tube on the 1st tank and the pickup tube and reattaching the baffles on the 2nd tank.
