Get a large handheld disc grinder with sanding pads. Works great for stripping paint and rust. You can use the grinding wheel head for dressing welds, cutting bolt heads, etc., and there are also cutoff wheels as well (which work better for cutting bolt heads). Makita, Porter Cable and others make them. It's worth the investment.

Use caution with sandblasting sheetmetal. Too aggressive and high powered blasting can warp body panels.
