Been there, done that. 3 ways to go, rust removal, use oxcalic + tannic acid, 8% and 2% by volume, let it soak, pressure wash.
Second method, turn the rust into iron phosphate, use phosphoric acid, 2% solution, let dry and sand, then paint, soaking is best procedure. DO NOT GET NEAR ALUMINUM, OR SPRAY & BREATHE FUMES.
Third method, works great, electrolytic derusting. Uses washing soda solution and battery charger to sort of electroplate the rust off. Best method I've found so far, minimal labor, cheap, and no acid to buy or contend with. Beats the living hell out of sandblasting.
Fourth method, tumble small parts in concrete mixer with sand. Absolutely fantastic for annoying the neighbors too.
