Try this: Pick up a half watt, 40ohm resistor at Radio Shack ($2-3) and after disconnecting your sender, connect it between the wire from your sender going back to your gauge and a frame ground. It should then read just under a 1/2 tank. If it doesn't, move to the back of the gauge and put it across the terminal to the sender and a frame ground. If it now works, you've got bad wiring. If it still doesn't work, you've got a gauge problem. Either the gauge is bad, or you have the wrong voltage going to it, or a bad ground.
