If you want the original appearance the oil bath is the way to go, I have seen them with paper elements fitted but I'm sure it was trial and error to get one that fit properly and sealed right.
In dusty conditions the oil bath will keep right on working as long as it has oil but it should be maintained for better performance. After working on gold mining equipment in Az I have seen some filters that I don't think had ever been removed since new, I've had to pry the element out of a couple inches of mud in the bottom of the filter.
