All my WC51/52's were equipped with an oil bath air cleaner on the oil filler/crankcase vent.
A few early WDX's had some "left over" WC51/52 parts. Based on the oil filter housing, my guess is that you are looking at a civilian replacement oil bath cleaner for the filler/breather.
P.S. My WDX is early.
