Stuck Winch De-Clutch Lever

Hi, my M-37 has been sitting for a few years. I went to unroll the winch cable recently from the LU-4 winch and the clutch will not disengage. I tried tapping the de-clutch lever a little but the vertical shaft that it attaches to will not move. I can still reel and unreel the cable under power, but I'd like to free this thing up. Any ideas on how to do this would be appreciated. Pete
