I thought you were making them for Signal Stat brand, maybe my memory is going. The ones shown look like Arrow Safety brand. If they were riveted they would probably be the early ones that were made in Medford, N.J. The later ones were made in Mt. Holley N.J.
The early ones had a Vacuum formed plastic sheet material that doesn't hold up with age. Even NOS ones are junk because they shrink so much. The later Molded ones held up and are in 2 pieces. They get trapped in place by the rivets in the mounting holes. They normally are just riveted to the flat piece of metal. They quit doing the recessed, bulb surround piece very early. I'm not sure if the riveted bulb surrounds weren't just a mistake. I've seen very few of them.
