I can't even think of the slightest political motivation for something like this, and nobody has claimed responsibility. It just seems like someone wanted to hurt a whole lot of people just for the evil of it all.
Reports were 20-25 people with legs or feet amputated. Surgeons were picking "ball bearings" out of the wounds. This was not your usual amateur "pipe full of gunpowder" bomb. It sounds like a claymore or antipersonnel mine to me.
