More pitman arm issues

I've been searching the archives so I've confirmed that the Saginaw steering box I have matches the taper of the original box. But the pitman arm doesn't want to go on more than about 0.5" on the stock box, and slightly less on the Saginaw. From the dirt and grime on the stock box it doesn't look like it was ever on further than that.

Since this is a replacement pitman arm I assume that they were either both correct or both wrong.

So how far is the arm supposed to go onto the splines on a PW? Could both arms be wrong?
