Just out of curiosity, how are you measuring amps? What setup are you using? It's not just as simple as measuring volts with a volt meter. Does your vehicle have an amp gauge?
Unless you are setup to measure amps, I would just go with voltage. It's a pretty good indicator of whether the generator is working. It's going to be hard for the generator to raise the voltage if it's not putting out some amps.
Also, make sure you are working with at least a slightly discharged battery or some kind of current draw, like the headlights. The generator won't put out many amps if the battery is fully charged.
