If needed, you can twist them from the side.

In an extreme case you can beat some of the valves down through the spark plug hole, but there's an extreme case this will bend a truly stuck valve.

A little Marvel Mystery oil (maybe with a thinning solvent) can do wonders. Running an engine is also is also a good way to losen things up. If it won't start or run, becuase of a stuck intake valve, remove the spark plug from the offending cylinder. this will let compression escape through the spark plug hole instead of pushing air back up the manifold. I think that sometimes inhibits air from flowing the correct way through the carbuerator.
