Gas taxes are supposed to pay for the roads, though technically the taxes have never been enough to fully fund them, the Federal government has always subsedised them in the interests of interstate commerace and national defense.
More efficient vehicles mean less gas sold for the same miles traveled, but just as much road use/damage caused. So I can see the justification for higher road taxes.
The scary part is the ideas they have to use GPS to track the miles you drive in the state and charge you for those. Talk about big brother.
