I think the answer will be "it depends". It depends mostly on what state your in. Whenever this subject comes up, some people have a devil of a time with it, and for some it's easy. The rules vary hugely state-to-state. As a general rule, getting a title for an untitled vehicle seems to be possible everywhere if one is willing to pay a sufficient amount of money, often more than the vehicle cost.
