I just did the PS pump on my 02 3500. Had the same problem. It took nearly a day of driving to get all the air out of the system, because the fill cap/reservoir is too low. Take the fill cap off the pump, and stick on a piece of radiator hose that will fit tightly. then, fill this hose with PS fluid so it is full to a higher level that the top of the pump housing. Start working the steering wheel back and forth and let air and fluid 'belch' out of the top of the hose. Yes, you will have a mess. Keep adding fluid as it spews out until steering gets smooth. If yours is like mine, one of the problems is that a hose comes off the pump and goes up high to the power brake booster. This line is really hard to get bled properly. That is why the higher level of oil in the radiator hose helps.
