Right, the flare is the sealing surface, not the threads.

The threads are just there to hold the flare to the seat. Its the double flare on the tubing that is supposed to deform against the seat of the part and form a metal to metal seal.

If you have leakage then you don't have that seal and wherever the fluid is getting out air can get in.

Sometimes loosening and re-tightening the fitting a few times can get the flare to seat. But if it's a home made flare it may just be bad and need re-done.

If it's stainless tubing it may not want to seal due to the hardness of the stainless. It doesn't deform to seat well. In that case you can find small brass washers that will act like a gasket between the flare and the seat.
