Does "I like your license plate" translate into "I'm not going to give you a speeding ticket"?

I know they do things differently in New York. During the War, my father was brought up on a charge of reckless driving. His fiance's family said "just tell the judge you're a friend of so-and-so" (I forget the man's name). That made no sense to my father, being from Oregon, so he didn't say anything to the judge. After giving the young soldier the "You're in a heap o' trouble, boy" lecture, he asked him "What are you doing around here anyway". He said "I'm getting married to so-and-so's niece". At that point, according to my dad, the judge turned red, got very angry and said "Why didn't you tell me that at the beginning? You get out of here right now! I never want to see you again!" When I was about 10 I met my mafioso great-uncle. Real nice man. Knew everybody in town. Sharp dresser. Firm handshake. Had a storefront business that looked like it hadn't sold anything since the War. At my young age I was puzzled by how a guy with such a derelict looking business could be so prosperous and popular. It wasn't until later that I understood what "family" meant back there.
