They are removable. The flat on one side goes against the rim and keeps them from turning when you tighten the nuts. Being a cheapskate and in a hurry, I've replaced them with regular bolts with one side of the head ground down as needed. The nuts are standard "extra heavy" sizes (outside size is one wrench size larger than standard).
