If they were the stats for Japan, that would be terrible. But, here, we have a non-homogenous society. Not everybody is expected to be a professional.

In Los Angeles, the public school student body consists mostly of Mexican and Latin descent students. We would be happy to have 35 percent of the students graduating at grade-level and speaking decent English.

On the other hand, the University of California system produces some of the most highly educated graduates in the world.

Bottom line, some people are destined to become scientists and some are destined to become busboys. We are a big country and we need both. Otherwise, we would end up like Japan with not enough people to do menial labor.

We already have more people apply for universities than the universities can handle. And, for many people, a university education is a waste of time. Ask Bill Gates/
