Gasket paper is designed to crush where office or notebook paper does not have the crushing qualities. File folders and multi layer envelopes have some of these crushing qualities and would probably seal better than a single sheet of paper. However paper of any description with some appropriately rated silicone should do nicely. The paper in this case is not what youre relying on creating the seal its more of a means of holding the silicone or other sealers in place. If your application allows silicone on the clean bare metal may be an option to consider.
If the guy that owned Jerry's Toyota would have used some black rtv silicone on that shirt he probably would have had better luck. ;^}
