Military and civilian versions are slightly different. Going from memory here, military has a separate hub, civilian is one piece. In any case if the outer part of the pulley is separate from the hub, remove it first. Then remove the big nut. Best tool is a 3/4" impact wrench so as not to spin the engine while turning the nut, but I believe a budd lug wrench will fit and you can hit the bar of it with a heavy hammer and maybe break it loose. I'm thinking the military version has a nut on the threaded end of the crank shaft and the civilian version has a bolt that goes into a threaded hole in the end of the crank shaft.

You can't get a 3-jaw puller behind the hub. You might be able to get a clamp-type bearing puller adapter behind it. I'm pretty sure I made up a simple tool to screw into the threaded holes in the hub, with a big screw in the middle to push on the end of the crankshaft. It's not awfully tight, but it does take a bit of pulling. It seems like lots of times, standard pullers don't fit and I have to make something from 3 bolts and a piece of bar stock.

In any case, with the nut or bolt removed, it should take only a modest amount of pulling to get the pulley/hub off the end. Don't try using levers to pry against anything to get it off, though. When you change out the seal in the timing cover and put the sleeve on the hub, and put it all back together, be sure the include the thick felt "donut" washer that goes between the hub and the timing cover. There's a stamped sheet metal piece that looks a bit like an oil slinger that holds it.

I may have the details a bit off because it's been a while since I did it, and my motors all seem to have a hodge-podge of military and civilian bits so I've lost track of which is which.
