1977 W200 POwer Wagon Electrical Problem

The ALternator wants to put out too much Juice, 16.5 and up I have changed the voltage regulator, Alternator and checked all wiring, toe volt Meter is going off the scale but the ammeter still says no charge.
Can anyone help!!!
