I spent a few years working in the oil patch in northren Alberta and British Columbia and when we were trying to remove a thirty + year old well head often we would soak the two mating surfaces in Coke and go have a coffee.
Quite often that would be enough to loosen the stubborn well head.For some reason this never came to mind when responding to your question , It does eat rust as for its ability to penetrate I have no experience.
