DOT 3 is water-soluble. I would just hose them off until the water stopped looking sudsy and call it good, but I don't suppose it would hurt to put them in the dishwasher. Are you sure the cylinders need sleeving? Rebuild kits are cheap, and if the cylinder's not pitted, that's usually good enough.
