Welcome to the forum.
If she was mine, I would get her running if possible. Then before you drive her out of your drive way a complete safety inspection and repair is truly needed. Without question the brakes are in sorry need of attention. Check the steering for any looseness. Check all tie rods, drag link and pitman arm. Check spring eye bushings and bolts. Check the steering knuckles are they are most likly in need of help. Everything SAFETY related needs complete attention.
While your doing this you will get the feeling for how you want to tackle the rest of the non safety related items....and there are many LOL.
