Here is the California DMV info on YOM (Year of Manufacture)

https://www.dmv.ca.gov/forms/reg/reg352.pdf

It's the form and the rules, all in one. i like the Legacy idea. I finally found a matched set of 1952 commercial plates that were certified to be DMV clear, original plates. I did not, however, have the $622.00 that they finally sold for at auction.

There are small mail-order/internet companies that will make reproduction plates for cheap, but they are made of aluminum. Supposedly, aluminum 1952 plates will FAIL the DMV clerk's inspection when you take them to DMV for approval.

Here's the dope on the Legacy plate program:

http://www.dmv.ca.gov/legacyplates/index.htm

It does not state whether the other size plates will be made, remember that the earlier 1950's plates and before were a different size!
