I checked on this at AAA, if you are a member. You take the vehicle in, they check and run the VIN, pay the fees and your on your way.

I will never go to the DMV again, so worth the annual membership to deal with AAA. In Ca....

I was going to non op my first PW, ran the VIN , it was out of the system, lady told me to hold off until it was done to save money every year on the non op fee, very helpful
