The ones on my current project were loose like that too. It's a low angle, self locking taper. I just don't know how even a Jeep mechanic could get them wrong- snug it up, it'll wedge itself tight. And they can't loosen from wear, because they never move.
But maybe they aren't threaded enough? The stud jammed in the hole, the nut tightened to spec, but not down all the way? Maybe a washer is in order? Or at least look closely...
