Sounds the same as mine was doing, although it is a 1994 and has a turbo. Older ones lose fuel pressure when shut off. Problem was solved by putting an electric fuel pump in the line under the hood. Mechanical was bypassed. Pressure builds up while waiting for glow plugs to heat and therefore enough fuel is present for the injector pump.
I learned the hard way not to use ether--glow plugs destroyed.
