Sometimes canister type filters come with the wrong gasket for the particular canister. I expect it's pretty easy for a gasket to fall out, and perhaps tempting for someone in a parts store to "borrow" one from a filter on the shelf if a customer comes in complaining his was missing or wrong. The first thing I'd do is go back to where I bought the filter and see if any of the others on the shelf come with the right gasket.
No matter what the filter, even if the gasket that came with it is wrong or if I decided to keep my old one because it looks fine, or I'm throwing out old or damaged filters or ones that don't fit anything I have, I still throw all the extra gaskets in a box. So far I've never found the one I needed in that box, but I'm sure I will someday.
