Once expensive ABS equipment was installed and required the same protection from spent/burnt/water bearing hydroscopic fluid (european cars typically were without diaphrams to protect the fluid from the atmosphere and was to be changed yearly, preferrably in the spring) most factories specified 17 pedal pumps to assure clean new fluid had been pump through the entire system, exactly as you describe.

Most typically designed their hydraulic systems as to be void of uphill loops that would result in trapped air pockets.

Domestic vehicles have only recently included brake fluid flushes as part of recommended service as ABS components AND calipers/wheel cylinders last much longer with fresh undamaged brake fluid, regardless of it's DOT type/rating.
