The shock plates do not get sandwiched between the side plates and the frame. They get mounted to the rear of the side plates. The side plates bump up against them. They were designed to provide a hard permanent place on the frame that would take all of the "shock load", and keep bolts from being sheared off.

If you look at T-roy's site at the link below, he and I both got around the undesirable welding of shock plates to the frame by adding bridging from the lower plow frame, near the push points, angled upwards and forwards to ends of the frame rails. He used flat bar stock - image 24. I used angle stock - image 52. Either method works as well as the other by distributing the force over a longer area of frame rail and reducing the possibility of bending a frame or shearing mounting bolts.
