Front brakes wearing too fast is a common problem on the Cummins trucks of the time. The rear brakes not doing there share is a big part of the problem. A dealer fix at the time was to upgrade the rear wheel cylinders on a 250 (2500) truck to the larger diameter ones used on the 350 (3500) trucks. I did this on my '95 CTD 2500 and like the results. This can be done (on a '95 at least) without any need for the larger master cylinder of the 3500 series trucks. Another upgrade is the brake shoes on the rear. On my '95 they are 13" x 2.5" shoes. I have read that the dealers used to install 13" x 3" shoes. A good parts man should be able to come up with them. The rear drums supposedly can be turned for the extra width of the shoe. Another thing is the adjusters on the rear brakes. Notorious for not working properly even when new. I find it best to adjust my rear brakes manually every other oil change which for me means every 7000-8000 miles. Of course the best thing I did to increase brake life was to install an exhaust brake.
