Cars don't explode, because everything is grounded. You prevent static by grounding things (connecting them all together with something conductive), not by trying to insulate them. This is how it's always done in the electronic assembly business.

Non-sparking (bronze or beryllium copper) wrenches are a different matter. The "spark" they're concerned with there is the spark from striking steel on something hard and making a spark like in a flintlock. A bronze wrench will not spark no matter how hard you hit it on anything.
