I know fersure modern tanks, probably back to FFPWs, are coated before welding. The resistance welding is by knurled wheels, like a continuous spot weld. Just look at a tank and note the rusty knurl lines, rest of tank gray metal. I suspect the solder vaporizes near the weld, but melts and seals a bit further away? And since there is little air near the vaporized solder, minimal oxidation occurs. Most of this would also hold true for zinc though. Tin plating works too. Tin, solder, and zinc all do LIKE to be soldered.

But now I'm thinking... weren't FFPW tanks rolled like a tin can? Then soldered? I'd go look but my only OE tank is in the attic, not under a truck.
