If it gives a good steady squirt for a second or so, it's good. May need link adjustment. Try setting the link into the farthest hole in the lever on the throttle shaft. That will give a bigger squirt sooner.

If that doesn't help, Carb on engine, remove top. Check for piston travel. If the piston moves when the throttle shaft pivots, it's probably working.

You do realize that the linkage only exerts spring pressure on the piston, spring has to be in proper location, above piston.

There are also two check balls in the pump system. They need to be in the correct places or the pump won't work.

And the pump squirter/nozzle may be plugged. Try compressed air and a blast of anydamnthing in a aerosol can with a nozzle on it.
