all those plugs on the intake manifold are manifold vacuum supply ports. anything below the throttle palte is called manifold vacuum. Wipers, or on engines with vaccum assist pumps aline would go down to the pump from oneof the other plugs then a feed line wuld go to wipers from the pump. there was also a cold start system that used the 3 horizontal plugs and a manual pump would creat vacuum in the manifold prior to starting to get fuel moving in extreme cold weather.
