I think the hole would do two things- let air bleed out on initial fill up, and let a bit of hot water through in case you put the thermostat in upside down. See, a thermostat is up side down won't open until it gets really hot, then it will cool and shut. It causes boil/cool cycles until the block gets fully wormed up. A little leakage will allow some hot water to flow, warming the pellet.

A bypass system will negate that necessity, except for the fill bleeding.

That all said, I've never had a fully operational bypass system, If it was all hooked up properly, I still never ran the proper thermo.

A thermostat is a NECESSITY. It restricts the out flow, allowing the pump to pressurize the block. I've checked mine with a gauge, no cap, and it makes 10 psi at maderate revs. That is 30 extra degrees of anti-boil protection in the block. That prevents hot spots within the block. Full race, dragster type, might run 70 psi. They use a big washer instead of a thermo. Can't get stuck shut.

Oh, that reminds me of another tid bit. There are two little plugs in most heads. The pipe plug over #6 for checking TDC and stroke, and a 9/16" bolt head. The bolt is a plug, should have a copper washer to seal. It is for use on fill, to vent air out of the block. Or to vent air in while draining the block. It is also used for a pivot stud point for throttle linkages on autos.
