The taper and drawbar you described sounds a lot like a typical Bridgeport style setup. But maybe I misunderstood. The easiest way to find out your quill taper would be to bring a known proper collet or tool holder for your quill to a machine tool supply house. If one isn't nearby then call one of the big catalog machine tool supply houses such as MTS, Enco, or in your case maybe Idahotool. There are about 10 different quill tapers maybe more. I hope yours is one of the more common like an R-8, otherwise tooling can get pricey if you have one of the oddball styles.
