It's the flapper in the manifold underneath the carb. Some are automatic with a thermostatic coil and a weight, but often they have jammed or broken over the years. The manual ones are worse because if they've never moved they're sure to get stuck in whatever position they were last in. When set to "winter" position, it diverts exhaust up through passages under the carb to help vaporize fuel. When set to "summer", it blocks those passages. I learned all about it when my Sno-Cat's carburetor iced up because the heat riser was inexplicably set to "summer". If you have vapor lock issues, at least make sure the flapper is set to "summer" and that it works, and make sure the heat shield between the exhaust manifold and fuel pump is intact before trying to re-engineer the fuel system.
