that must have been the president( if thats what you want to call him). i saw the same thing a month or so on route 16 in newington nh. i was on my way home from work. saw the same cars but mabey 15 state police cars. no one was within a mile of them on the south bound side. i was on the north bound side. it didnt impress me any. thats just your tax dollars hard at work .
