I assume tire pressure is ok. Also assume the shoe anchor points are not binding.
Did you adjust the lower shoe pivots? If the shoe is too close to the drum this may exhibit the self energizing as you seem to be experiencing.

You might check the flex hoses. Although with the tons of hydraulic presure capability generated by the master cylinder, a bad collapsed hose would normally act as a check valve, holding pressure in the wheel cylinder once the pedal is released.

Any heat buildup if you drive without stepping on the brakes?
