I disagree - it belongs there. There seat threads into the carb and the filter threads onto the seat. It appears that he just removed the seat and filter as an assembly, which is a quick way to do it if you want to check the needle.
The filter can be removed as long as you can find the correct combinations of fittings to attach the fuel line directly to the male pipe thread on the seat, but why would you want to do so? Those ceramic filters work very well.
