unscrew the top of the carb and see if the bowl if full of fuel. You can blow the bowl out of any sedimennt and then check the needle in the float circuit to make sure it is free. Turn the engine over and see if gas flows into the bowl.
I would blow out the accelerator circuit and make sure it squirts fuel into the carb before assembling it.
